As the colder months approach faster than we'd like to think about, and with many still recovering from the August 10 derecho, Hawkeye Area Community Action Program (HACAP) is coming to the aid of those eastern Iowans in need once again.

HACAP's Low-Income Energy Assistance Program (LiHEAP) is now open for applications to the elderly and disabled in its six area counties including Benton, Delaware, Dubuque, Jones, Iowa, Jackson, Johnson, Linn, and Washington. Applicants must meet the criteria of being at or below the poverty line. They have until October 31 to apply.

For those not elderly or disabled but still wanting to apply for the assistance, they will be eligible starting November 1 through April 30, 2021. Keep in mind, LiHEAP is not a comprehensive assistance program paying for total household energy costs. It will cover a portion based on total household income, size, dwelling type, and type of heating.

When applying, you'll need ID, a copy of your most recent household heating bill, proof of household income for the past 30 days, most recent 12 months, or past calendar year. Phone numbers for more information on the program in your respective county are:

  • Dubuque County: (563)556-5130
  • Benton County: (319)472-4761
  • Iowa County: (319)366-7631 ext. 1502
  • Johnson County: (319)337-5765
  • Linn County: (319)739-0100
  • Delaware County: (563)927-4629
  • Jones County: (319)462-4343
  • Jackson County: (563)652-5197
  • Washington County: (319)653-7275

If you apply for this assistance, HACAP also says you'll be applying for home weatherization assistance. Links to the forms for you to fill out when you're ready to apply can be found here, via Iowa's News Now.
