Following an officer-involved shooting earlier this month that left a Cedar Rapids man paralyzed, a Grand Jury is being formed to determine if charges against the officer are warranted.

In the early morning hours of Tuesday, November 1, Cedar Rapids Police Officer Lucas Jones stopped Jerime "Danky" Mitchell, 37, of Cedar Rapids for reasons that have not been released.

The Gazette reports Mitchell was pulled over at approximately 1:15 that morning on Coe Road NE and after an altercation, Jones shot Mitchell. Following the shooting, Mitchell's vehicle crashed into an unmarked Cedar Rapids police vehicle and another vehicle. Dashboard video of the incident has not been released to the public.

According to Mitchell's family, the bullet entered his neck and embedded in his spine. Mitchell remains at University of Iowa Hospitals and Clinics. His family says he is paralyzed.

Jones and a fellow Cedar Rapids Police Officer were involved in another shooting in October of 2015 in which Jonathan T. Gossman was killed. Linn County Attorney Jerry Vander Sanden ruled the actions of the officers were justified in that case.

This afternoon Vander Sanden announced that after reviewing the file provided by the Iowa Division of Criminal Investigation (DCI), he has asked DCI investigators for additional information about the November 1 incident. Based on the materials the Linn County Attorney has reviewed, he's decided a Grand Jury of Linn County residents should convene to "determine whether criminal charges are warranted," according to a press release. His statement says it takes five votes from the seven members of the grand jury to return an indictment.

The deliberations of the grand jury are private but when a decision is made, the public will be notified. The grand jury selection is already underway.
