For this list, individuals were ranked by the length of time since their last confirmed registry update or last known registered address, as shown on the Iowa Sex Offender Registry. The oldest recorded update dates were used as a proxy for how long each individual has been out of compliance or missing from verified supervision records. This method does not measure severity of offenses or risk level but strictly reflects the amount of time that has passed since authorities last had a confirmed registration for the individuals listed.

10) Leo Alen Dupre

Leo Alen Dupree is a Tier 2 registered sex offender classified as an absconder and currently listed with whereabouts unconfirmed out of Fort Dodge. His last registered address update was recorded on 06/01/2021. Dupree is required to complete biannual registration reviews but is currently in non-compliance status. He has a conviction for sexual exploitation of a minor, involving male and female victims between the ages of 0–13, with the offense recorded on 08/04/2016 when he was 48 years old.

9) Randy Lee Kadner

Randy Lee Kadner is a Tier 1 registered sex offender classified as an absconder and currently listed with whereabouts unconfirmed out of Coralville. His last registered address update was recorded on 01/05/2021. Kadner is required to complete annual registration updates but is currently in non-compliance status.
